The Shelbyville Board of Zoning Appeals last night approved proposals for fueling stations and convenience stores to be located off Interstate 74.
The BZA approved variances to allow for a Speedway convenience store with a fueling center for passenger and commercial vehicles at 3901 N. Michigan Road, across from the Pilot station near Horseshoe Indianapolis Casino. The successful request follows multiple prior proposals, going back to 2006 when a planned hotel for the site never materialized. Although a fast-food restaurant plan was approved by the plan commission in 2016, the final plat was never filed.
The approved Speedway-branded center will include a 5,304-square-foot cafe, seven fuel dispensers with 16 positions and five lanes of commercial fueling. There will be no showers, restaurants, overnight parking or long-term parking on the property. The approval with conditions includes permission to install a 100-foot pole sign, 498 square feet in area.
The BZA also approved a proposal for Circle K to rebuild and expand its site at 2905 E. State Road 44, near I-74, by constructing a new convenience store with fueling area for both passenger and commercial vehicles. Circle K plans to level and reconfigure the current site, which is one of the oldest in the company.
“We would like to reinvest and rebuild to make it a nicer, more consumer-friendly project,” Jimmy White, development manager for Circle K, said.
The design includes six fuel dispensers with 12 fueling positions and a diesel canopy with five fueling positions. The redevelopment will include 46 trees, 336 bushes and public sidewalks. The layout is unique due to the Duke Energy easement that runs diagonally through the property.
“This is about the only way we can set this up and meet every ordinance,” White said, “which is one of the reasons our engineers have been working on (the project) for over two years.”
The commission approved the variances unanimously. All BZA members were present, including James Garrett III, Doug Cassidy, BZA chair Chris Clark, Winnie Soviar, Jeff Martin and Vince Bradburn. Shelbyville High School students in attendance were Logan Reinhart, Aiden Alton, Deuce Blocher and Kenny Wright.
